AN ACT
ESTABLISHING A JOINT LEGISLATIVE FARMWORKER HOUSING STUDY COMMITTEE; MAKING AN APPROPRIATION.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Joint legislative farmworker housing study committee; membership; duties
A. The joint legislative farmworker housing study committee is established consisting of the following members:
1. Five members of the house of representatives who are appointed by the speaker of the house of representatives. Not more than three of these members shall be members of the same political party. The speaker of the house of representatives shall select one of these members to serve as cochairperson of the committee.
2. Five members of the senate who are appointed by the president of the senate. Not more than three of these members shall be members of the same political party. The president of the senate shall select one of these members to serve as cochairperson of the committee.
B. The committee shall:
1. Investigate the availability of housing for farmworkers in this state. This investigation shall include determining the number of seasonal and migrant farmworkers, the number of available housing facilities, including whether the housing facilities are for families or individuals, the structural and safety conditions of the available housing facilities and health issues relating to the available housing facilities.
2. Make recommendations as to the housing needs of farmworkers in this state, including applicable standards of habitability. The recommendations may not include any recommendation to make farmers or ranchers responsible for building housing facilities or for the future operation or maintenance of housing facilities.
3. Recommend to the speaker of the house of representatives and the president of the senate that the legislature hire a consultant to provide administrative and technical assistance to the committee.
4. Submit a report of its findings and recommendations to the governor, the speaker of the house of representatives and the president of the senate on or before December 31, 2001. The report shall concentrate on housing in Aguila, Salome, Harquahala, Wenden, the Yuma area, Douglas, the Willcox area and Maricopa county. The committee shall provide a copy of this report to the secretary of state and the Arizona state library, archives and public records.
Sec. 2. Appropriation; purpose; exemption
The sum of $_______ is appropriated from the state general fund in fiscal year 2001- 2002 jointly to the house of representatives and the senate to hire a consultant to assist the joint legislative farmworker housing study committee.
