"D.  A private entity may purchase a vehicle for use in the program.

E.  If the private entity purchases the vehicle, the private entity shall be liable for any damage, repair, emissions compliance or vehicle insurance.  The private entity shall be responsible for the safety of the vehicle.  If the private entity purchases a vehicle, the private entity shall accept the title and release the seller from liability for any damage, repair, emissions compliance, vehicle insurance or determination of vehicle safety.

F.  The private entity is not entitled to a tax credit pursuant to sections 43-1090.01 or 43-1177."
