Page 1, line 12, strike "any such" insert "THE"

Line 13, strike "therefor" insert "FOR THE PROJECT OR PROGRAM"

Line 15, strike "his" insert "THE DIRECTOR'S"

Page 6, line 17, strike the comma insert "OR"

Amend title to conform

and as so amended, in the opinion of this Committee the bill is constitutional and in proper form.
