Purpose
Exempts services provided by volunteers, and
donations made, for a water or sewer project from consideration in the total
cost of water or sewer work for determining whether a project must advertise
for bids.
Background
Statute requires any street, road, bridge, water or
sewer work, other than a water or sewer treatment plant or building, that exceeds
approximately $150,000 to be advertised for bids. Statute presently allows the use of an agent’s regularly
employed personnel for these projects, though those costs must be included in
the total cost of the project.
H.B. 2500 removes service provided by volunteers and
any donations from consideration in determining the cost of the project. Therefore, the cost of projects utilizing
volunteers and donations would not reflect the relative value of the services
or for purposes of determining whether a project must be advertised.
The fiscal impact to the state general fund is
unknown.
Provisions
1. Exempts services provided by volunteers, and donations made, for a water or sewer project from consideration in the total cost of water or sewer work for determining whether a project must advertise for bids.
2. Makes technical and conforming changes.
3. Provides for a general effective date.
