appropriation; juvenile detention centers

 

 

Purpose

 

An emergency measure, appropriates $4.1 million in FY 1999-2000 to the Administrative Office of the Courts (AOC) to fund juvenile detention centers.

 

Background

 

The state aid to detention fund, administered by the Administrative Office of the Courts (AOC), assists counties in purchasing, leasing, maintaining, expanding and operating juvenile detention centers.   In November 1997 independent consultants delivered to AOC the Arizona Juvenile Detention Master Plan, a statewide examination of juvenile detention needs in each county with a ten-year master plan for secure facilities for juveniles.  The Legislature funded Phase I of the plan in FY 1997-1998 by appropriating $5.4 million for detention beds in Cochise, Graham/Greenlee, Maricopa, Mohave, Pinal and Yavapai counties and for the planning of facilities for Coconino and Gila counties.  During the 1998 legislative session, the Legislature appropriated an additional $6.6 million for FY 1998-1999 for Phase II for detention facilities in Coconino, Gila, Pima and Santa Cruz counties and the Navajo Nation.  Laws 1999, Chapter 351 (H.B. 2449) provided additional funds for Phase III to address projects in Apache, Cochise, Navajo, Pima and Yuma counties.

 

As adopted by the Legislature, H.B. 2449 appropriated $1.5 million in FY 1999-2000 and $2.5 million in each of FY 2000-2001 through FY 2002-2003.  The out-year appropriations were vetoed by the Governor, leaving a total appropriation of $4 million over the biennium. 

 

H.B. 2497 appropriates $2.1 million from the state corrections fund and $2 million from the Douglas Prison Complex wastewater treatment project appropriation in FY 1999-2000 for juvenile detention centers.

 

Provisions

 

1.      Appropriates $2.1 million from the corrections fund and $2 million from the Douglas Prison Complex wastewater treatment project appropriation in FY 1999-2000 to the AOC for deposit into the state aid to detention fund for providing assistance to counties in maintaining, expanding and operating juvenile detention centers.

 

2.      Contains an emergency clause.
