Purpose
Creates the State-County
Fiscal Committee (Committee) and specifies duties of the committee.
Background
The purpose of
the Committee is to establish a forum for consideration and discussion of
issues relating to county fiscal matters. The Committee is required to review
funding mechanisms, explore the need to establish a new dedicated revenue
system for counties, explore the impact of state agencies and their budget
impact to counties, make recommendations to counties and the Legislature and
review legislative unfunded mandates placed on counties.
This legislation utilizes
the Joint Legislative Budget Committee (JLBC) to provide services and resources
to the committee. According to a JLBC
memo the estimated fiscal impact of H.B. 2487 is $50,000 from the state general
fund.
Provisions
1. Establishes the Committee.
2. Provides the duties of the Committee.
3. Provides membership of the Committee:

The
Governor or Governor’s designee.
·
Three
representatives from counties with specified population densities, who are to
be appointed by the Governor to serve four year terms beginning January 1 of
each year.
·
One
representative of the judiciary to be appointed by the Chief Justice of the
Supreme Court.
·
Three
members of the House of Representatives, at least one from each party, to be
appointed by the Speaker of the House of Representatives.
·
Three
representatives of the Senate, at least one from each party, to be appointed by
the President of the Senate.
4. Requires the JLBC to provide services and resources to the Committee.
5. Staggers term ending dates for county representatives and makes the Governor responsible for all subsequent appointments.
6. Requires the Governor or the Governor’s designee to call the first meeting on or before July 31, 2000 at which time a chairperson will be elected by the members of the Committee.
7. Requires the Committee to meet on a regular basis.
8. Contains a purpose section.
9. Sunsets the Committee July 1, 2010.
10. Provides for a general effective date.
Amendments Adopted by Committee
1. Specifies that the Governor or the Governor’s designee will call the first meeting on or before July 31, 2000 and that a chairperson will be elected at that meeting.
2. Requires the Committee to meet at least quarterly.
3. Changes the designation of land from small, medium and large to a designation on specified population densities.
