the ports of entry.
The Joint Legislative Budget
Committee (JLBC) and the Governor’s Office of Strategic Planning and Budgeting
(OSPB) conducted a Strategic Program Area Review focusing on the Non-Mexican
Border Ports of Entry. The primary
purpose of these ports is to ensure that commercial vehicles are in compliance
with the state’s weight, licensing, permit and tax laws administered by the
motor vehicle division of the Arizona Department of Transportation (ADOT). The Arizona Department of Agriculture (ADA)
also uses the ports to screen trucks and their cargo to intercept agricultural
pests, weeds and livestock diseases.
The Department of Public Safety (DPS) maintains a limited field presence
at some ports, usually with one officer to perform safety inspections of
commercial vehicles along with other patrol and field duties.
JLBC Staff recommends that
ADOT report on further extensive use of cross-training to allow one person to
conduct all checks, and on the use of interagency team building activities at
the ports. JLBC Staff and OSPB recommend updating the existing interagency
agreement between ADOT and ADA, and establishing separate interagency agreement
between ADOT and DPS. JLBC Staff
further recommends establishing an interagency agreement between DPS and
ADA. JLBC Staff also recommends that
ADOT, ADA and DPS report on the interagency cooperation at the ports to the
Governor and Legislature by July 1, 2000.
OSPB recommends that ADOT
increase efforts, and explore methods to enhance and promote efficient
interagency cooperation with DPS and ADA. The involved agencies should jointly
examine feasible and innovative ways to further staff cross-training and
development. OSPB recommends that ADOT provide to the JLBC and OSPB directors a
written update on the progress of these recommendations by July 1, 2000.
1. Requires ADOT, DPS, and ADA to submit a report to the Governor, the Legislature, the Secretary of State, the Department of Library, Archives and Public Records and JLBC, on or before September 1, 2000 that explains the specific actions that the three agencies have taken to operate more efficiently and effectively at the ports of entry.
2. Requires ADOT to submit an updated five year master plan for the ports of entry to the Governor, the Legislature and JLBC on or before September 1, 2000.
3. Requires ADOT to submit a report to the Governor, the Legislature, the Secretary of State, the Department of Library, Archive and Public Records and JLBC on or before September 1, 2001 on collection and analysis of data.
4. Details reporting requirements.
5. Provides for a general effective date.
