SB1348 conforms and clarifies statutory requirements related to collection and distribution of child support payments.
The proposed strike-everything amendment to SB1348 establishes the Office of Behavioral Health Accountability. The office shall:
· directly report to the Joint Legislative Committee on Children and Family Services;
· oversee the division’s ability to adequately provide available and accessible behavioral health services throughout the state;
· gather input from regional behavioral health authorities, behavioral health providers, consumers, Indian communities and municipalities;
· coordinate a five-year strategy to improve the delivery of behavioral health services from the information gathered from the groups listed;
· determine the effectiveness of efforts made to acquire funding and distribution of the funds;
· assess the methods and outcomes of the division’s prioritization, distribution and impact of each dollar allocated;
· require an annual needs assessment by the division;
· oversee that seriously mentally ill, children and adolescents, general mental health and substance abuse clients receive adequate services;
· to avoid class action lawsuits, the office will ensure that the division addresses the discrepancies and recommendations identified;
· annually provide a report to the Governor, the Joint Legislative Committee on Children and Family Services and the Department of Health Services (DHS);
· DHS, its agencies and any other state department or agency are not in the purview of the office.
· The program will end on July 1, 2005.
· The Office of Behavioral Health Accountability will be appropriated $250,000 from the state general fund in each fiscal year from FY 2000-2001 through FY 2004-2005.
