regents; off-campus courses; report
SB 1318 requires the Arizona Board of Regents (Board) to issue a report describing its policies relating to off-campus courses.
Laws 1999, Chapter 148 modified the program evaluation process for Arizona state government, creating the Strategic Program Area Review (SPAR) process to provide an opportunity for the Governor and the Legislature to evaluate the effectiveness and efficiency of programs crossing state agency lines. These reviews are a permanent part of the biennial budget process and result in decisions to retain, eliminate or modify particular programs.
Laws 1999, Chapter 148 specified that Arizona Ports of Entry, Domestic Violence and University Extended Education were to be reviewed during the 2000 legislative session. In January of 2000, the Joint Legislative Budget Committee (JLBC) Staff and the Governor’s Office of Strategic Planning and Budgeting (OSPB) released a joint report detailing the SPAR findings of each office. A portion of the executive summary, which includes the recommendations, is attached (see reverse).
