HB 2517 designates the Arizona Department of Commerce as the state registration agency for apprenticeship functions.

History

Arizona currently has over 100 registered apprenticeship programs in various industries such as agriculture, mining, and manufacturing.  More than 2,800 apprentices are currently registered in apprenticeship programs in Arizona.  Presently, the Apprenticeship Services Office is located within the Department of Economic Security.  HB 2517 transfers the statutory authorization and appropriation for apprenticeship programs to the Commerce department.  This transfer requires no new funding, as the monies have already been appropriated to DES.

Provisions

·                      Adds to the powers and duties of the Arizona Department of Commerce the role of state registration agency for apprentice functions prescribed by the federal government.

·                      Removes the apprenticeship council from the Department of Economic Security.

·                      Eliminates the duty of apprenticeship functions from the Department of Economic Security.

·                      Transfers all appropriated monies from the Department of Economic Security for apprenticeship services to the Arizona Department of Commerce.
