HB 2487 establishes the state-county fiscal committee as a forum for consideration and discussion of issues relating to county fiscal matters.                           

 

Provisions

·                      Establishes a state-county fiscal committee and specifies who is to serve on this committee.

·                      Specifies that the Governor or the Governor’s designee shall call the first meeting before July 31, 2000 and states that at the first meeting the committee shall elect a chairperson.

·                      Stipulates the requirements of the committee as follows:

1.      Meet on a quarterly basis.

2.      Review county funding mechanisms

3.      Explore the need to establish a new dedicated revenue system for counties.

4.      Explore the impact of state tax reductions on county budgets.

5.      Review new rules adopted by state agencies and their budget impact to counties.

6.      Review federal policies and their budget impact to counties.

7.      Make recommendations to counties and the legislature.

8.      Review legislative unfunded mandates placed on counties.

9.      Request staff support from executive agencies, local governments or entities with expertise relevant to fiscal metters.

·                      Terminates one of the initial county representative’s term on January 1, 2002, and one of the subsequent representative’s term on January 1, 2003.   Subsequent county representatives are to be appointed by the governor and shall serve four year terms.

·                      Repeals the committee on January 1, 2011.
