HB 2475 creates the Arizona Redistricting Commission in order to develop and recommend the legislative and congressional districts for the state.

 

Provisions

·                      Establishes the Arizona Redistricting Commission consisting of 5 members appointed by the Speaker of the House, the President of the Senate, the Minority Leader in the House, the Minority Leader in the Senate and the Governor.

·                      Requires the commission to hold public meetings in each of the 30 legislative districts and each of the six congressional districts to get public opinion regarding the redistricting plans.

·                      Requires the commission to draft three proposed legislative and congressional district plans by April 1, 2001.   The plans must be based on information received from the public and on any preliminary estimates of population data.

·                      Requires the commission on receipt of population data from the U.S. Census Bureau to hold hearings in each of the 30 legislative districts and each of the six congressional districts to solicit additional public opinion.

·                      Requires the commission to submit a redistricting plan to the Legislature by October 31, 2001.

·                      Stipulates that the members of the commission are eligible for compensation of $35.00 per day and for any reimbursement of expenses set by statute.

·                      Outlines the state objectives that must be used as the basis for the redistricting plans.

·                      States that the commission will terminate one month after the redistricting plans are adopted and enforceable as law.

·                      Requires the Legislature to enact implementing legislation for the commission and to make appropriations necessary for its support.

·                      Contains an emergency clause.
