HB 2454 establishes the Project Achieve Pilot Program within the Department of Education (Department) and requires the Department to establish grants for school districts that participate in the pilot program.  HB 2454 contains an appropriation of $1 million in each of FYs 2000-01 and 2001-02, and a delayed repeal of December 31, 2003.

 

Provisions

·                      Establishes the Project Achieve Pilot Program within the Department.  The Department is charged with establishing grants for participation of school districts and determining the application and selection process for the pilot program.

·                      Charges the participating schools with using the monies to:

·                      Improve the level and efficiency of communication between parents, teachers and school administrators.

·                      Reduce the time that teachers and school staff spend on administrative tasks.

·                      Improve the accountability of the school district, teachers and school administrators.

·                      Allow easy, private Internet access to test scores, homework assignments and classroom behavior reports by parents.

·                      Requires the Department to compare participating school districts in the following areas before and during the pilot program: 

·                      Academic performance of the pupils;

·                      Level of communication between pupils and teachers;

·                      Level of communication between parents and teachers and

·                      The number of incidents of disruptive pupil behavior.

·                      Requires the Department to report to the Governor and the Legislature about the Department’s findings and conclusions by December 15, 2002 and December 15, 2003.

·                      Appropriates $1 million in each of FYs 2000-01 and 2001-02 for the purposes of this act.

·                      Contains a delayed repeal of December 31, 2003.

 

HB 2454 failed to pass the Education Committee.
