Purpose


Establishes a study committee to analyze Internet privacy, jurisdiction, regulation, taxation and 21st century communications issues.

Background

The 12-member study committee on Internet privacy, jurisdiction, regulation and taxation established by H.B. 2639 consists of ten legislators, a representative of the Government Information Technology Agency (GITA), a member appointed by the president of ASU, a member appointed by the president of U of A and three members of the public appointed by the Governor who have expertise in mail order sales, Internet law and computer hardware manufacturing.


Provisions

1. Establishes a study committee on Internet privacy, jurisdiction, regulation, taxation and 21st century communications issues.


2. Requires the Internet committee to submit a report containing the committee's findings and legislative suggestions to the Governor, Speaker of the House of Representatives and President of the Senate by December 1, 1999.


3. Repeals the committee on July 1, 2000.


4. Contains a general effective date.


Amendments Adopted by Committee

1. Establishes the state revenue sharing study committee to recommend a better allocation of state revenues to the appropriate cities, towns and counties.

Amendments Adopted by Committee of the Whole

1. Expands the size of the study committee on Internet issues from 11 to 15 members. Specifically, it adds two Senators and two Representatives and stipulates that no more than three of the Senators or three of the Representatives may be from the same political party.

2. The Finance Committee amendment was withdrawn.
