Purpose


Establishes a study committee to analyze Internet privacy, jurisdiction, regulation, taxation and 21st century communications issues. Creates another study committee to better recommend the appropriate allocation of state revenues to cities, towns and counties based on their respective costs.

Background

The 12-member study committee on Internet privacy, jurisdiction, regulation and taxation established by H.B. 2639 consists of six legislators, a representative of the Government Information Technology Agency (GITA), a member appointed by the president of ASU, a member appointed by the president of U of A and three members of the public appointed by the Governor who have expertise in mail order sales, Internet law and computer hardware manufacturing.

The 11-member state revenue sharing study committee consists of six legislators and three members appointed by the Governor from the League of Cities and Towns. The remaining two members come from county boards of supervisors, one from a county of more than 800,000 people and one from a county with less than 800,000.

Provisions

1. Establishes a study committee on Internet privacy, jurisdiction, regulation, taxation and 21st century communications issues.


2. Requires the Internet committee to submit a report containing the committee's findings and legislative suggestions to the Governor, Speaker of the House of Representatives and President of the Senate by December 1, 1999.


3. Establishes the state revenue sharing study committee to recommend a better allocation of state revenues to the appropriate cities, towns and counties.


4. Requires the revenue sharing committee to report its findings and recommendations to the Governor, President of the Senate, Speaker of the House of Representatives, and the chairmen of the Senate Finance Committee and the House Ways and Means Committee by December 15, 1999.

5. Repeals both committees on July 1, 2000.


6. Contains a general effective date.
