FACT SHEET FOR H.B. 2602
Purpose
Makes changes to the county travel policy for boards of supervisors.
Background
Statute requires counties to develop travel policies for county officials and employees.
Generally, the county travel policies cover the costs of transportation, lodging, and meals, with
various differences in reimbursement, or cash advancement, depending on the particular county.
Counties also follow state requirements for travel policy, such as submitting receipts for
reimbursement and following the lodging cost index established by the Arizona Department of
Administration (DOA). The county travel policies cover all officials and employees of a county, with
the exception of the members of a county's board of supervisors.
Currently, county supervisors who live outside the county seat limits are reimbursed for the
cost of mileage from their home to the corporate limits of the county seat when attending meetings
of the board. In addition, county supervisors whose permanent place of residence is more than 50
miles from the county seat limits may receive reimbursement for actual expenses, at a rate not to
exceed $15.00 for each day while attending board meetings or otherwise performing their duties at
the county seat.
H.B. 2602 subjects boards of supervisors to the county travel policy for their particular
county, allowing for the potential reimbursement of meals, lodging, and other expenses. There is no
determinable fiscal impact to the general fund; however, counties may incur some fiscal impact due
to the reimbursement of county supervisors for meals, lodging and subsistence expenses.
