Abstract for HB 2641 (electric competition; procedures) Sponsors: Gardner W, Cooley, Groscost, et al.


Purpose:

HB 2641 removes the opt-out electric competition provision for a city or town with a population of at least seventy five thousand from competitive sale requirements, effectively allowing a city or town with a population of at least seventy five thousand to compete in electric power.

Provisions:

1. Strikes language that exempts a city or town with a population of at least seventy five thousand from competitive sale requirements.

2. Stipulates that public power entities that are cities or towns do not have to reduce the price for bundled service, if the price of service for retail customers is less than or equal to the average price of the largest public power entity in the state.

3. Requires such entities to report the price of bundled service to the joint legislative budget committee by December 31 of each year.

4. Makes technical and conforming changes.

HB 2641 was amended in the Government Operations Committee as follows:

Extends public power entities' bundled service price reduction reporting requirement to the JLBC to December 31, 2000.

Conforms public power entities that are cities or towns reporting requirements to the December 31, 2000 deadline.

Defines largest public power entity.

Makes technical and conforming changse.
