ESTABLISHING THE ENERGY EFFICIENCY CODES STUDY COMMITTEE.
Be it enacted by the Legislature of the State of Arizona:
Section 1.
A. The energy efficiency codes study committee is established consisting of the following members:
1. Three members of the senate who are appointed by the president of the senate. No more than two of these members may be from the same political party. The president shall designate one of these members to serve as cochairperson of the committee.
2. Three members of the house of representatives who are appointed by the speaker of the house of representatives. No more than two of these members may be from the same political party. The speaker shall designate one of these members to serve as cochairperson of the committee.
3. One member who represents an urban city and who is appointed by the governor.
4. One member who represents a rural city and who is appointed by the speaker of the house of representatives.
5. One member who represents a county and who is appointed by the president of the senate.
6. One member who represents the Arizona department of commerce energy department who has expertise in energy code language and who is appointed by the governor.
7. One member who represents home builders and who is appointed by the governor.
8. Two members who are technical experts on energy efficient standards. One of these members shall provide a national perspective, and one of these members shall provide an academic perspective. The president of the senate shall appoint one of these members, and the governor shall appoint one of these members.
9. One member who is a general contractor and who is appointed by the president of the senate.
10. Two members who are subcontractors and who are appointed by the speaker of the house of representatives.
11. One member who represents a utility in this state and one member who represents an agricultural improvement and power district. The speaker of the house of representatives shall appoint one of these members, and the president of the senate shall appoint one of these members.
12. One member who represents a manufacturer of energy efficient products and who is appointed by the speaker of the house of representatives.
13. One member who represents an installer of energy efficient products and who is appointed by the president of the senate.
B. The study committee shall:
1. Review the 1998 international energy conservation code and relevant state energy efficiency codes currently in existence and determine an appropriate energy efficiency code for this state that may significantly increase energy efficiency in buildings in this state.
2. Review different incentives for increasing energy efficiency, including tax incentives.
3. Submit a written report of its findings and recommendations to the president of the senate, the speaker of the house of representatives and the governor on or before December 1, 1999 and shall provide a copy of this report to the secretary of state and the director of the department of library, archives and public records.
Sec. 2.
This act is repealed from and after December 31, 1999.
