FACT SHEET FOR H.B. 2681
veterans' commission; special plates; donations
Purpose
Allows the Arizona Department of Transportation (ADOT) to issue a veterans plate to the spouse or an immediate family member of a veteran who has obtained a veteran plate. Redirects
monies collected for other military specialty plates from the Highway User Revenue Fund (HURF)
to the existing state home for veterans trust fund.
Background
Laws 1992, Chapter 208 (S.B. 1140) created the veteran special plates. Currently, the Motor
Vehicle Division (MVD) is only issuing these specialty plates to a certified veteran. Under H.B.
2681, MVD will be able to issue a veteran plate, at the same cost, to the spouse or an immediate
family member of a veteran who has previously obtained this specialty plate.
H.B. 2681, as amended in the Transportation Committee, also redirects fees collected for the
initial registration of former prisoner of war (POW) plates, purple heart plates and Pearl Harbor
survivor plates from HURF to the existing state home for veterans trust fund. In FY 1996-1997,
MVD collected a total of $34,260 from the issuance of these three military plates (initial registrations
- $21,565 and renewals - $12,695). As amended in Committee, MVD will be able to issue these
military plates to a spouse or an immediate family member (by blood or adoption) of a veteran who
has obtained one of the above military plates.
