FACT SHEET FOR H.B. 2681

veterans' commission; special plates; donations

Purpose

Allows supporters of veterans to obtain a veteran plate with a distinct sticker. Redirects monies collected on other military specialty plates (e.g. purple heart plates) from the highway user revenue fund (HURF) to a new veterans' programs fund.


Background

Laws 1992, Chapter 208 (S.B. 1140) created the veteran special plates. Currently, the Motor Vehicle Division (MVD) is only issuing these specialty plates to certified veterans. Under H.B. 2681, MVD will be able to issue a veteran plate that has a distinct sticker to supporters of veterans at the same cost as the current veteran plate.

H.B. 2681 also redirects fees collected for former prisoner of war (POW) plates, purple heart plates and Pearl Harbor survivor plates from the HURF to a new veterans' programs fund. In FY 1996-1997, MVD collected a total of $34,260 from the issuance of these three military plates (initial registrations - $21,565 and renewals - $12,695). Under H.B. 2681, only the initial registration fees for these military plates will be deposited into the veterans' programs fund along with the plate fees collected from supporters of veterans.

Provisions

1. Enables the Arizona Department of Transportation (ADOT) to issue veteran plates to supporters of veterans. Requires ADOT to include a distinct sticker on these veteran plates.


2. Establishes a veterans' programs fund consisting of: a) monies appropriated by the Legislature; b) monies derived from the $17 annual donation collected from the supporters of veterans plate/decal and c) monies collected from the initial registration fees for the following specialty plates: POW plates, purple heart plates and Pearl Harbor survivor plates.

3. Requires the Veterans' Commission to administer the fund and provide a report to the Speaker of the House of Representatives, the President of the Senate, the Governor, the Secretary of State and the Director of the Department of Library, Archives and Public Records detailing how the monies in the fund were spent on or before August 1 of each year.

4. Designates that veteran plate donations made by veterans continue to go to the state home for veterans trust fund and donations made by supporters of veterans go to the veterans' programs fund.


5. Makes technical and conforming changes.


6. Contains a Proposition 108 clause.
