AMENDING TITLE 41, CHAPTER 3, ARTICLE 5, ARIZONA REVISED STATUTES, BY ADDING
SECTION 41-563.05; RELATING TO COUNTY EXPENDITURE LIMITATION COMPUTATION.
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
Pursuant to article IX, section 20, subsection (3), paragraph (f), subdivision (ii), Constitution of Arizona, the following measure is enacted, on affirmative vote of two-thirds of the membership of each house of the Legislature:
Section 1. Title 41, chapter 3, article 5, Arizona Revised Statutes, is amended by adding section 41-563.05, to read:
B. THE ALTERNATIVE ATTRIBUTED POPULATION IS THE ESTIMATED
POPULATION DETERMINED BY THE DEPARTMENT OF ECONOMIC SECURITY FOR
THE FISCAL YEAR PLUS ONE-FOURTH OF THE DAILY AVERAGE NUMBER OF PERSONS WHO LAWFULLY CROSSED THE INTERNATIONAL BORDER INTO AND
OUT OF THE COUNTY DURING THE CALENDAR YEAR PRECEDING THE START
OF THE FISCAL YEAR, ACCORDING TO STATISTICS COMPILED BY THE
UNITED STATES CUSTOMS SERVICE.
C. THE ALTERNATIVE ATTRIBUTED POPULATION HAS NO OTHER
OFFICIAL VALIDITY THAN FOR COMPUTING A COUNTY'S EXPENDITURE
LIMITATION UNDER THIS ARTICLE.
