David Lujan is a native Arizonan who was born in Phoenix, and graduated from Washington High School. His BA in Marketing and Law Degree are both from Arizona State University.


David was first elected to the Arizona House of Representatives in 2004, and is currently serving his third term representing District 15, which covers most of the central Phoenix area. He was selected by the House Democratic Caucus to serve as its Leader for the 49th Legislative Session. He has previously served as the Ranking Democrat on the House K-12 Education Committee, and he has also been a member of the House Appropriations Committee.


David holds two elected positions. He is also serving his second term as a member of the Phoenix Union High School District Governing Board, and recently completed a two year stint as the Board President.


David is an attorney who has spent his career dedicated to public service and fighting to improve the quality of life for all Arizonans. As an Assistant Attorney General, he represented the State of Arizona on school funding issues and was the State’s attorney for a $1.4 billion school construction program. This project was the first of its kind in the country where the State of Arizona built and renovated hundreds of schools on time and on budget. David also served as the staff attorney for the Senate Judiciary Committee where he advised legislators on Arizona’s criminal justice system, consumer protection, courts and elections laws. David has also worked as an attorney and prosecutor for the federal government’s National Labor Relations Board where he fought to protect the rights of American workers.


Currently, David is the staff attorney for the non-profit organization, Defenders of Children, which provides legal services to help children who are victims of abuse. His organization recently became the first non-profit agency to open an office in the polygamous community of Colorado City, Arizona where they assist those seeking to leave the abuses committed in that area. He is co-author of the book “Child Advocacy 101” which examines the child protection systems in America.


David is the recipient of the 2009 Arizona NASW Legislator of the Year Award, and the 2009 Greater Phoenix Child Abuse Prevention Council's Cherish the Children Award in Media/Public Policy. He received the 2009 Cesar Chavez Continuing the Legacy Award from the Latino Law Student Association of William Mitchell College of Law in St. Paul, MN. In 2008 he received the "Golden Apple Award" from the AZ Parents for Education in recognition for his continued support for public education, the 2006 Arizona Students Association’s Legislator of the Year Award, and the Arizona Business and Education Coalition’s Legislative Partner Award. He is also a volunteer attorney coach for the Central High School mock trial team.


For several years, David has been the legal guardian to Joey, who is now a Senior in high school.
