Martha's Legislative Achievements
First elected to office in 2003, proudly serving District 13. Current
committee assignments are Education K-12; Government; & Environment.
Martha has and will continue to have a positive impact in her community
and the House of Representatives. Martha will continue to volunteer
her communications and leadership expertise.
Martha has gravitated to community issues that have kept her busy for
over 20 years.
Professional Experience
2004-2004—Maricopa County Department of Health as Community Mobilization
Manager, addressing infant mortality rate in her community
Personal & Family
Martha was born in Tempe in January, 1945. She is an Arizona Native.
Ms. Garcia has raised three children, the grandmother of 9.
In 2003, Martha decided to run for and won a seat at the House of Representatives
for District 13, where she has lived since 1971. She is so honored to
serve the district. Martha presently serves as President of the Cartwright
Elementary School Board (elected in 1998), and is a member of the National
School boards Association.

Martha’s education embraces:
Graduating from Tempe Union High School in 1963.
Attended Estrella Mountain Community College in 1999

Project since the late 1980’s

• Attended Leadership Training at Mount St. Mary’s College
in Los Angeles and Nashville, during her tenture with Valley Interfaith
Project.
• President of the Maryvale Village Block Watch Alliance
• Maryvale Hospital Board of Trustees Member
• Co-chair of Building Blocks Initiative Governing Board (addressing
over-representation of youth of color in the Juvenile System.)
• Currently serves as President of the Cartwright Education Foundation
• Served as Executive Director of the Valley-Community Revitalization
Project, an affordable housing strategy from 1998-2006
